Learning disability

Blackburn with Darwen social services, in partnership with Blackburn and Darwen Primary Care Trust, commissions and provides a wide range of services to adults with learning disabilities and their carers.

Services are based around person centred assessments carried out by a team of specialist care managers. The key principles of promoting independence, inclusion and access to ordinary life opportunities are central to the design of services for adults with learning disabilities and their carers.

A person with a learning disability will have a reduced ability to understand new or complex information or to learn new skills, or to cope independently in every day life.  Some people with learning disabilities also have physical and/or sensory impairments and some may also have mental health issues.  Currently anyone on the autistic spectrum comes under the remit of the Learning Disability service in Blackburn with Darwen.

A full assessment will help us to understand a person's circumstances and to decide how much help and support is needed to enable them to manage their day to day living.
